GENERAL DESCRIPTION:
The Contract Compliance Analyst (Contract Specialist II, III, or IV) is hired to work within the Compliance and Oversight Division (COD) of the Office of the Governor (OOG) reporting to the Director of COD. Performs contract management and administration work, including monitoring contract performance and deliverables. Conducts on-site visits and performs desk reviews. Conducts complex analyses and evaluates financial information including the review of business plans, financial accounting records, and statistical data to ensure compliance with state statutes and internal regulations. Duties require a high degree of initiative with minimal direction, sustained professionalism and sound independent judgment. The position classification title (i.e., Contract Specialist II, III, or IV) will be determined based on job-related credentials.
ESSENTIAL DUTIES
- Effectively manages and administers contract portfolio for the Office of the Governor by determining compliance through annual and quarterly reviews; monitoring performance; investigating and processing; and evaluating and reporting contracting entity activities.
- Examines financial accounting records to determine grantee reporting accuracy and prepares statistical calculations for grantee payments.
- Fulfills the contract liaison role between division management, program, contracting entities, and other parties, as required.
- Assists in interpreting and/or developing policies, rules, or regulations.
- Demonstrates advanced subject matter expertise, including providing complex technical guidance to staff, contracting entities, and the community regarding contract administration, policies, and procedures.
- Resolves non-compliance issues by investigating contract-related discrepancies between parties, making recommendations for amending and/or terminating contracts, and participating in negotiating settlement agreements and other claims.
- Prepares and presents reports by compiling, reviewing, and analyzing data and providing written and/or oral reports to division management and oversight entities.
- Monitors contract performance by conducting on-site reviews, and examines deliverables, performance metrics and specific eligibility determinations for compliance with terms of contract and division practices.
- Conducts contract research, performance compliance activities and associated analyses for a wide range of contracts.
- Conducts assessments to determine requirements for the compliance of contracts.
- Coordinates the risk assessment and audit process for contract monitoring and planning and recommends non-compliance assessment of contracts when unwarranted deviations occur.
- Demonstrates a thorough understanding of customer service principals and methodology.
- Performs all other related duties as assigned.
MINIMUM QUALIFICATIONS:
College graduate from an accredited four-year college or university with a degree in business management, finance, accounting or relevant field. One year of directly related experience preferred. Graduate degree in business, finance, or related field from an accredited four-year college or university preferred.
