GENERAL DESCRIPTION:
This Program Specialist position is hired to work within the Office of the Governor’s, Texas Film Commission (TFC) reporting to the TFC Director. Serves as Production Incentives Coordinator, performing advanced production accounting work for the Texas Moving Image Industry Incentive Program. Interprets relevant statutes, policies and rules and examines applicants’ records for thoroughness. Duties require a high degree of initiative with minimal direction, ability to work in a team environment, sustained professionalism and sound independent judgment.
ESSENTIAL DUTIES
- Provides information to film/television, video game and animation industry representatives on the Texas Moving Image Industry Incentives Program.
- Receives, reviews, and tracks incentive applications; advises applicants on necessary changes to applications.
- Answers constituent queries on sales tax exemptions for film, commercial, video game and animation productions.
- Examines production company applications for grants administered under the Texas Moving Image Industry Incentive Program.
- Determines ongoing compliance with state law.
- Assists in the development of procedures for the submission of grant applications and the awarding of grants.
- Assists in interpreting and/or developing policies, rules, or regulations, to include the development of divisional goals and timelines.
- Ensures that all incoming applications are examined for compliance in accordance with established goals and within identified timelines.
- Examines compliance issues through interviews, records reviews, and other departmental audit and research techniques.
- Advises production companies on the rules, regulations and policies of the Texas Moving Image Industry Incentive Program.
- Prepares complex compliance reports by compiling, reviewing, and analyzing data. Submits reports for the Director's review and clarification prior to final release.
- Identifies, reports and documents non-compliance issues in a timely manner. Resolves non-compliance issues by investigating discrepancies and making recommendations to applicants. Documents disqualifications in accordance with policies, rules, or regulations.
- Demonstrates advanced technical expertise.
- Maintains well-organized work papers.
- Performs all other duties as assigned.
MINIMUM QUALIFICATIONS:
The successful applicant must be a graduate from an accredited four-year college or university with a degree in business, finance, accounting, or a related discipline plus three (3) years of related experience. Experience in film or television production accounting preferred. Experience and education may be substituted for each other on a year-for-year basis.
