Gov. Perry Appoints Ten to On-Site Wastewater Treatment Research Council

AUSTIN – Gov. Rick Perry has appointed ten members to the On-Site Wastewater Treatment Research Council.  The council identifies and meets the research and technology transfer needs of individuals involved with wastewater treatment in Texas.

Sarah E. Kirksey of Beaumont is the environmental investigator for the Texas Commission on Environmental Quality.  She received a bachelor’s degree from Lamar University.  Kirksey is reappointed for a term to expire Sept. 1, 2009.

Brian L. Padden of Austin is president of Padden Engineering.  He is a member of the American Society of Civil Engineers and the Water Environment Federation.  Padden served in the U.S. Navy Reserves.  He received a bachelor’s degree from the University of Texas at Austin.  He is reappointed for a term to expire Sept. 1, 2009.

Carl M. Russell Jr. of Lubbock is a self-employed real estate developer.  He is secretary-treasurer of the West Texas Home Builders Association Board of Directors, and a member of the National Association of Realtors and National Association of Home Builders. He is also a past Big Brothers volunteer and chair of the Lubbock Parade of Homes. Russell received a bachelor’s degree from Texas Tech University. He replaces A. John Yoggerst of San Antonio for a term to expire Sept. 1, 2009.

Sockalingam “Sam” Kannappan of Houston is president of ABI Enterprises Inc. He is a member of the Asia Society Advisory Board and coordinator of the Indo-American Disaster Relief Council.  Kannappan received a bachelor's degree from Annamalai University in India and a master's degree in mechanical engineering from the University of Texas at Austin.  He is reappointed for a term to expire Sept. 1, 2009.

Al Sulak of Orchard is a retired band director at Brazos High School. He is a member of the Texas Music Educators Association and the Texas Band Masters Association. Sulak received a bachelor’s degree from Sam Houston State University. He replaces Sandra Cararas of McAllen for a term to expire Sept. 1, 2009.


Janet R. Boone of North Zulch is a regional 9-1-1 Coordinator for the Brazos Valley Council of Governments and chief operator of three small water and sewer facilities in Madison County. She is a member of the Texas Onsite Wastewater Association and Texas Association of School Boards/Texas Association of School Administrators.  Boone is reappointed for a term to expire Sept. 1, 2010.

Richard D. Gerard of Livingston is the area administrator for the Trinity River Authority. He is a member of the Texas On-site Wastewater Association and the Texas Environmental Health Association. He is also chairman of the Polk County Extension Leadership Advisory Board and a member of the County Variance Commission. Gerard received a bachelor’s degree from Stephen F. Austin State University. He is reappointed for a term to expire Sept. 1, 2010.

Susan R. Johnson of Austin is the section manager for the Texas Commission on Environmental Quality, representing Texas on the U.S. Environmental Protection Agency’s Technical Standards Workgroup, and was involved with the EPA’s Hazardous Waste Combustion Strategy. Johnson received a bachelor’s degree from the University of North Carolina at Chapel Hill and a master’s degree in chemistry from the University of Texas at Austin. She is reappointed for a term to expire Sept. 1, 2010.

Janet Dee Meyers of Aubrey is the secretary-treasurer of Aubrey Builders Inc.  She is a member of the Aubrey Chamber of Commerce, a board member of the Aubrey Education Foundation and a committee member for the City of Aubrey Planning & Zoning Committee. She is also a volunteer at the Denton State School. Meyers received a bachelor’s degree from the University of North Texas. She is reappointed for a term to expire Sept. 1, 2010.

Ronald J. Suchecki Jr. of China Spring is general manager of Hoot Systems LLC. He is past president and director of the Texas On-site Wastewater Association. He is also director of the National On-site Wastewater Recycling Association, and a member of the National Environmental Health Association. Suchecki received a bachelor’s degree from Baylor University. He is reappointed for a term to expire Sept. 1, 2010.
