Gov. Perry Appoints Lehrmann as Justice to the Supreme Court of Texas

AUSTIN – Gov. Rick Perry has named Scott Fisher of Bedford chair of the Texas Youth Commission and appointed five members to the commission for terms to expire Sept. 1, 2011. The commission provides services to delinquent youths, ages 10 to 19, through programs and facilities that administer constructive training for rehabilitation.

Fisher is senior pastor of Metroplex Chapel of Euless. He is a member of Texas Hospital Trustees and Tarrant County Hospital District Board of Managers, and chairman of the Metroplex Chapel Academy Board of Trustees. He is also chaplain for the City of Euless Police Department and a past member of the Texas Ethics Commission and Texas Youth Commission Advisory Board. Fisher received a bachelor's degree from Nazarene Bible College, and is trained as a director of domestic violence program from Life Skills International.

Joseph Brown of Sherman is criminal district attorney of Grayson County. He is president of the Grayson County Bar Association, a member of the State Bar of Texas, and regional director of the Texas District and County Attorneys Association. He is also a member and past president of the Children’s Advocacy Center of Grayson County, member and past director of the Kiwanis Club of Sherman, and a past member of the Texas Youth Commission Advisory Board. Brown received a bachelor’s degree from the University of Texas and a law degree from Southern Methodist University.

Larry Carroll of Midland is executive director of the Permian Basin Community Centers for Mental Health and Mental Retardation. He is chairman of the Texas Council Risk Management Fund Advisory Committee, and past chair of the Texas Council of Community Mental Health and Mental Retardation Centers Executive Directors’ Consortium. He is also a volunteer with the Midland Association for Retarded Citizens and National Alliance on Mental Illness, a fiscal agent for iServ for Texas Centers, and a past member of the Texas Youth Commission Advisory Board.

Manson B. Johnson of Houston is pastor of Holman Street Baptist Church. He is a member of the Houston Baptist Ministers Association, Houston Police Department’s Ministers Against Crime, and Main Street Task Force. He is also dean of the Independent Missionary Baptist General Association of Texas, founder and president of Youth Awareness Mentoring Outreach, and a member of Star of Hope Mission Board of Trustees and Caring for Children Advisory Board. Johnson is a former member of the Texas Youth Commission Advisory Board. He received a bachelor’s degree and is pursuing a master’s degree from Texas Southern University.

Rolando Olvera of Brownsville is Cameron County District Judge. He is a member of the State Bar of Texas and Cameron County Bar Association, and is a Texas Bar Foundation fellow. He is also a past member of the Texas Lottery Commission and American Health Lawyers Association, past president of the Cameron County Young Lawyers Association, and past vice president of the Rio Grande Valley Bankruptcy Bar Association. Olvera received a bachelor’s degree from Harvard University and a law degree from the University of Texas School of Law.

David Teuscher of Beaumont is a licensed physician and orthopaedic surgeon at the Beaumont Bone and Joint Institute. He is an American Board of Orthopaedic Surgery diplomate, and a board member of the American Academy of Orthopaedic Surgeons and Western Orthopaedic Association. He is also a member of the Texas Medical Association, American Medical Association, American Orthopaedic Society for Sports Medicine Council of Delegates, chairman of the Patient FIRST Coalition of Texas, and past president of the Texas Orthopaedic Association and Jefferson County Medical Society. Teuscher served in the U.S. Army. He received a bachelor’s degree from the University of Illinois and medical degree from the University of Texas Medical School at San Antonio.
