Gov. Perry Names Raimer Chair of Texas Institute of Health Care Quality and Efficiency Board of Directors

Gov. Rick Perry has named Ben Raimer of Galveston chair and appointed 13 members to the Texas Institute of Health Care Quality and Efficiency Board of Directors. Pursuant to Senate Bill 7 of the 82nd Legislative Session, the institute will improve health care quality, accountability, education and cost to the state by encouraging health care provider collaboration, effective health care delivery models and coordination of health care services.

Raimer is a board certified pediatrician, and senior vice president and professor at the University of Texas Medical Branch at Galveston. He is a member of the American Academy of Pediatrics, Texas Medical Association, Texas Pediatric Society and Texas Rural Health Association. He is also a member and past president of the Galveston County Medical Society, a public representative for the Texas Health and Human Services Commission Task Force on Local Health Care Initiatives, and past chairman of the Texas Statewide Health Coordinating Council and the Health Disparities Task Force. Raimer received a bachelor's degree from East Texas Baptist University, a master's degree in genetics from the University of Texas, and a medical degree from the University of Texas Medical Branch at Galveston. He is appointed to the board for a term to expire Jan. 31, 2013, and will serve as chair for a term to expire at the pleasure of the governor.

Joel Allison of Dallas is president and CEO of Baylor Health Care System. He is a member of the American College of Healthcare Executives, American and Texas Hospital associations, Healthcare Leadership Council, and Texas Association of Voluntary Hospitals. He is board chair of the Healthcare Coalition of Texas and Dallas Citizens Council, and a board member of the Dallas Education Foundation, Alliance for Higher Education, and the Joint Commission. He served in the U.S. Marine Reserve. Allison received a bachelor's degree from Baylor University and a master's degree in health administration from Trinity University, and is a graduate of the Harvard Business School Advanced Management Program. He is appointed for a term to expire Jan. 31, 2013.

Steven Berkowitz of Austin is founder and president of SMB Health Consulting. He is a member of the Texas Medical Association and Travis County Medical Society, a board member of the Society of Chest Pain Centers and Texas Hospital Association, and a diplomat of the American Board of Internal Medicine. Berkowitz received a bachelor's degree from Northwestern University and a medical degree from the University of Missouri, and completed his psychiatry residency at the University of Colorado and internal medicine residency at Presbyterian/St. Luke's. He is appointed for a term to expire Jan. 31, 2015.

Patrick Carter of Houston is medical director of care coordination and quality improvement at Kelsey-Seybold Clinic. He is a member of the American and Texas Medical associations, Harris County Medical Society and Harris County Academy of Family Physicians, an alternate board member of the Texas Academy of Family Physicians, and a fellow of the American Academy of Family Physicians. He served in the U.S. Army. Carter received a bachelor's degree from the University of Illinois, a medical degree from Rush Medical College, and a Master of Business Administration from the Stanford University Graduate School of Business. He is appointed for a term to expire Jan. 31, 2015.

Alexia Green of Ransom Canyon is a professor and dean emeritus at the Texas Tech University Health Science Center Anita Thigpen Perry School of Nursing. She is co-leader of the Texas Team Advancing Health through Nursing, a member of the American Nurses Association, and past president of the Texas Nurses Association. Green received a bachelor's degree from the University of Texas Medical Branch in Galveston, a master's degree in nursing from the University of Texas Health Science Center at Houston, and a Doctorate of Nursing from Texas Woman's University. She is appointed for a term to expire Jan. 31, 2015.

Michael "Ted" Haynes of Sachse is a certified public accountant and vice president of Health Care Delivery for Blue Cross and Blue Shield of Texas. He is a member of the American College of Healthcare Professionals, American and Texas societies of CPAs, and the Association for Conflict Resolution. He is a board member of the North Texas Accountable Health Partnership, and a board member and officer of Texas eHealth Alliance. Haynes received a bachelor's degree from Stephen F. Austin State University, and is currently pursuing a master's degree in dispute resolution and conflict management from Southern Methodist University. He is appointed for a term to expire Jan. 31, 2013.

Robyn M. Jacobson is CEO of Entrust Inc. and EnCore System Professionals Inc. She is board chair of the National Society of Professional Benefit Administrators, immediate past president and a board member of the Texas Association of Benefit Administrators, and a member of the Society of Human Resource Management, Houston Westside Chamber of Commerce, and Texas Association of Business. Jacobson received a bachelor's degree from Michigan State University, attended graduate courses at the University of California at Los Angeles, and is currently enrolled in the Wharton School of Business International Foundation of Employee Benefit Plans Program. She is appointed for a term to expire Jan. 31, 2013.

John C. Joe of Houston is a physician and chief medical information officer at St. Luke's Episcopal Health System. He is past president of the Harris County Academy of Family Physicians, and a member of the American Academy of Family Physicians, American Medical Informatics Association, Federal Health Architecture Leadership Council, Health Information and Management Systems Society, Healthcare Information Technology Standards Panel, and the Society of NASA Flight Surgeons. He is also a volunteer physician for the Houston Healthcare for the Homeless Clinic, and a member of the Harris County Medical Society's Health Information Technology Committee. Joe was a National Merit Scholar at Rice University, and received a medical degree from Texas A&M University Health Science Center and a Master of Public Health from the University of Texas Health Science Center at Houston. He is appointed for a term to expire Jan. 31, 2013.

Ronald Luke of Austin is president of Research and Planning Consultants. He is a member of the State Bar of Texas, National Association of Forensic Economists, Society for Healthcare Strategy and Market Development, and the Medical Group Management Association, and a board member and executive committee member of the Texas Association of Business. He is director of the Harvard Club of Austin, a district advancement chairman of the Capitol Area Council of the Boy Scouts of America, and past board chairman of the Easter Seals of Central Texas. He is also a past member of the Texas Health and Human Services Council and Texas Health Care Information Council. He served in the U.S. Army. Luke received a bachelor's degree and a master's degree in public policy from Harvard University, a law degree from the University of Texas School of Law, and a Doctorate of Public Policy from the Harvard University JFK School of Government. He is appointed for a term to expire Jan. 31, 2015.

Elena Marin of Brownsville is CEO of Su Clinica Familiar and an associate professor of Pediatrics at the University of Texas Health Science Center Lower Rio Grande Valley Area Health Education Center. She is a member of the American College of Physician Executives, Medical Group Management Association, the Texas and National Association of Community Health Centers, and the South Texas Medical Foundation, and is a fellow of the American Academy of Pediatrics. She is a board member of the Valley Primary Care Network, Superior Health Plan, Harlingen Healthcare Industry Economic Development Group and Healthcare Council, and the Valley Baptist Medical Center Graduate Medical Education Committee. Marin received an associate degree from Texas Southmost College, a bachelor's degree from the University of Houston School of Pharmacy, a medical degree from Boston University School of Medicine, and completed her pediatric residency at Duke University Medical Center. She is appointed for a term to expire Jan. 31, 2015.

Beverly Nuckols of New Braunfels is a board certified family physician in private practice. She is a member of the Texas Medical Association, American and Texas academies of Family Physicians, Comal County Medical Association, and Texas Physicians Resource Council, and former medical director and a past board member of New Braunfels Hospice. She is also a member of the National Advisory Committee on Violence Against Women and Texas Association Against Sexual Assault, and past vice chair and a past board member of the Comal County Women's Shelter. Nuckols received a bachelor's degree from the University of Texas at Tyler, and received a medical degree from and completed her family practice residency at the University of Texas Health Science Center in San Antonio. She is appointed for a term to expire Jan. 31, 2013.

Thomas Quirk of Dallas is CEO of United Healthcare for Texas and Oklahoma. He is a board member of the Texas Association of Business, a member of the Texas Association of Health Underwriters, and a member and past board member of Texas Association of Health Plans. He is a board member of the American Heart Association of Tarrant County, past president of the Plano Economic Development Board, and a member of the Texas Health Research and Education Institute Leadership Council. He is also a volunteer for Children's Medical Center of Dallas. Quirk received a bachelor's degree from Union College and completed the University of Pennsylvania Wharton School of Business Executive Management Program. He is appointed for a term to expire Jan. 31, 2013.

Alan Stevens of Belton is director of Scott and White Healthcare's Center for Applied Health Research and a professor at the Texas A&M Health Science Center College of Medicine at Temple. He is a member of the American Geriatrics Society, American Society on Aging and American Psychological Association, and a fellow of the Gerontological Society of America. He is a past board member of the Southside Shepherd's Center, and past president and a past board member of Alzheimer's of Central Alabama. Stevens received a bachelor's degree from Southeastern Louisiana University, and a master's degree and Doctorate of Applied Developmental Psychology from the University of New Orleans. He is appointed for a term to expire Jan. 31, 2015.

Susan Strate of Wichita Falls is a practicing physician and medical consultant, and medical director of several clinical laboratories in North Texas. She is president of Texoma Independent Physicians, deputy regional commissioner of the College of American Pathologists Laboratory Accreditation Program, an alternate delegate to the American Medical Association, and a member of the College of American Pathologists, American Society for Clinical Pathology, Texas Medical Association, and Texas Medical Association Council on Health Care Quality. She is also a member of the Wichita Falls Chamber of Commerce and Industry and Midwestern State University President's Excellence Club, past board chair of the Wichita Falls-Wichita County Public Health Board, and a past board member of the American Cancer Society of Wichita Falls. Strate received a medical degree from the University of Nebraska College of Medicine and completed her anatomic and clinical pathology residency at the University of Texas Health Science Center at Dallas. She is appointed for a term to expire Jan. 31, 2015.
