Gov. Perry Reappoints Presiding Officers of Texas Regional Mobility Authorities

Gov. Rick Perry has reappointed the presiding officers of the North East Texas, Grayson, Hidalgo and Cameron county Regional Mobility authorities for terms to expire Feb. 1, 2014. Regional mobility authorities allow local communities to develop regional transportation priorities, and accelerate development and financing for critical transportation projects.

Linda Ryan Thomas of Longview is presiding officer of the North East Texas Regional Mobility Authority. She is a partner at Butter-Ryan Partners Ltd., and treasurer of the Good Shepherd Medical Center Foundation. She is a member of the University of Texas Liberal Arts Council, member and scholarship chair of the UT Tyler Longview University Center Development Council, and a board member and development chair of the Kilgore College Foundation. She is also a board member and past president of the East Texas Area Council Boy Scouts of America. Thomas received a bachelor's degree from the University of Texas.

Will "Bill" Hubbard Jr. of Tioga is presiding officer of the Grayson County Regional Mobility Authority. He is retired vice president of marketing integration for the John Deere Company Agricultural Division. He is chair of the Grayson County Lake Ray Roberts Planning and Zoning Commission, past chair of the Tioga Industrial Development Corporation, and past vice president of the Tioga Chamber of Commerce. Hubbard received a bachelor's degree from Oregon State University.

Dennis Burleson of Mission is presiding officer of the Hidalgo County Regional Mobility Authority. He is first vice president of investments for Wells Fargo Advisors in McAllen. He is a board member and past president of the Valley Land Fund and past chairman of the Mission Economic Development Authority. He is also a member and past president of the Mission Chamber of Commerce, and past president of the Rio Grande Valley Estate Council. He served in the U.S. Army Reserve. Burleson received a bachelor's degree from the University of Texas Pan American.

David Allex of Harlingen is presiding officer of the Cameron County Regional Mobility Authority. He is the owner of Allex International Properties. He is a member of the Border Trade Alliance and the International Trade Committee for the state of Tamaulipas in Mexico, and a board member of the Texas Industrial Development Council. He is past president of the Harlingen Chamber of Commerce, Texas Chamber of Commerce Association, Texas Tourism Council and Harlingen Industrial Foundation, and co-founder of Texas State Technical College in Harlingen. He is also past chairman of the Texas Travel Industry Association, past vice chairman of the American Chamber of Commerce Association, former co-manager of the Development Corporation of Harlingen, and a past member of the Texas Strategic Planning Commission. He served in the U.S. Army. Allex received a bachelor's degree from Texas A&M University at Kingsville and attended the University of Notre Dame Institute of Organizational Management.
