Gov. Perry Appoints Five to Rehabilitation Council of Texas

Gov. Rick Perry has appointed five members to the Rehabilitation Council of Texas. The council partners with the Texas Department of Assistive and Rehabilitative Services (DARS) to advocate for people with disabilities in the vocational rehabilitation process.

Jeff Foster of Mount Vernon is a regional general manager for Lowe's Companies Inc. He is a board member of Workforce Solutions of Northeast Texas. He is also a volunteer for Mount Vernon Elementary School Lunch Pals. Foster received a bachelor's degree from Stephen F. Austin State University. He is appointed for a term to expire Oct. 29, 2014.

Martha Garber of Coppell is a licensed professional counselor and director of applied research and development at the University of North Texas. She is president of the Texas Rehabilitation Association, board secretary of the Association of Community Rehabilitation Educators, and a member of the National Rehabilitation Association, Association for Persons in Supported Employment, and National Council of Rehabilitation Educators. She is also a member and past board member of the North Texas Area Rehabilitation Association, a member and past committee co-chair of the Texas Rehabilitation Action Network, and past treasurer of the Lone Star Chapter of the Association for Persons in Supported Employment. Garber received a bachelor's degree from Baylor University and a master's degree in education counseling from the University of Louisiana. She is appointed for a term to expire Oct. 29, 2014.

Saul Herrera of Midland is director of the Community and Senior Services of Midland Retired and Senior Volunteer Program. He is chair of the State Independent Living Council, and a member of the National Senior Corps Association, Texas Association of Senior Corps Directors, 211 Texas Advisory Council, and Permian Basin Citizens Corps Council. He is a volunteer literacy tutor for Midland Need to Read, and a lector for the Knights of Columbus Council #9215 of Our Lady of Guadalupe Church. He is also past secretary of the ABLE Center for Independent Living Board of Directors, a past member of the Midland Odessa Transportation Advisory Council, and a past Big Brothers Big Sisters of Midland mentor. Herrera received a bachelor's degree from Texas Tech University. He is appointed for a term to expire Oct. 29, 2012.

Manuel Lopez Jr. of Rosenberg is manager of the Texana Learning Center. He is a mentor for the Rosenberg Exchange Club and past member of the Lamar Little League Board of Directors. Lopez received a bachelor's degree from the University of Houston. He is appointed for a term to expire Oct. 29, 2014.

Joyce Delores Taylor of Houston is president and CEO of J's Dynamic Transformation. She is program director for the One Powerful Movement Community Development Center and a member of the Texas Workforce Investment Council and Texas Education Agency Academic Achievement Designation Council. She is a member of the American Psychological Association, Society of Women Engineers, National Management Association, Federation of Houston Professional Women, National Management Association, Society of Human Resource Management, and Houston Area Industrial and Organizational Psychologists. She is also past vice president of membership and past president of the Houston Chapter of the National Coalition of 100 Black Women. Taylor received bachelor's degrees from Wilberforce University and the University of Dayton, and master's degrees from the University of Houston-Clear Lake in industrial/organizational psychology, criminology, and cross cultural/women's studies. She is appointed for a term to expire Oct. 29, 2014.
