Gov. Perry Appoints Costa to One-Call Board
Gov. Rick Perry has appointed Joe Costa of Allen to the One-Call Board for a term to expire Aug. 31, 2014. The board has authority over "Call Before You Dig" systems, which notify underground facility operators of excavation plans so pipelines and utility lines can be marked to prevent accidents.
Costa is chief of police for the DeSoto Police Department and former chief deputy of the Dallas County Police Department. He is past operations commander of the 2011 Super Bowl XLV in Arlington and past area commander of the 2011 NBA All-Star Game for the Dallas County Sheriff's Department. He is a member of the North Texas Police Chiefs Association and FBI National Academy Alumni Association, and the current chair of the Regional Organized Crime Information Center Executive Board. He is also past chair of the Dallas County Sheriff's Office Bridge to the Communities program, a past member of the North Texas High Intensity Drug Trafficking Area Executive Board, and past vice president of the Massachusetts State Police Commissioned Officers Association.
Costa received a bachelor's degree from St. Bonaventure University and a master's degree in criminal justice from Boston University, and is a graduate of the Massachusetts State Police Academy, DEA Drug Unit Commander's Academy and FBI National Academy.
