Gov. Perry Appoints Three to the Texas State Board of Plumbing Examiners
AUSTIN – Gov. Rick Perry appointed Enrique Castro of El Paso, Ricardo Jose Guerra of Austin, and Carol Lynne McLemore of La Marque to the Texas State Board of Plumbing Examiners for terms to expire September 5, 2011.
Castro is president and owner of E.C. Plumbing, Inc. and formerly served at J.C. Plumbing, Inc. He is a member of the Better Business Bureau, and the National Builders and El Paso Builders associations. Castro also volunteers as a member of the United Plumbers of Texas. He received an associate degree from El Paso Community College.
Guerra is vice president and director of mechanical, electrical and plumbing engineering services for Jose I. Guerra, Inc. He is past governor of the National Society of Professional Engineers, Texas, and past president of the Texas Society of Professional Engineers Travis Chapter. Guerra also serves as a member on the Texas Council of Engineering Companies, American Society of Plumbing Engineers, Construction Specifications Institute, and American Society of Heating, Refrigerating and Air Conditioning Engineers. Guerra received a bachelor’s and master’s degree in engineering from the University of Texas at Austin.
McLemore works for the City of Dickinson as Plumbing Inspector and city secretary. She is being reappointed to the board. She formerly served as city manager, building official and city clerk for the City of La Marque. McLemore is a member of the Texas State Association of Plumbing Inspectors, Texas City/La Marque Chamber of Commerce, and the Texas Municipal Clerks and Texas City Manager’s associations. She volunteers on the board of directors for Mainland Center Hospital and Galveston County Municipal Utility District No. 32.
