Gov. Perry Appoints Four to One-Call Board
AUSTIN – Gov. Rick Perry appointed Dean D. Bernal of Austin, Billy Ray Daugette, Jr. of Huntsville, John A. Menchaca II of Austin, and Christopher J. Rourk of Dallas to the One-Call Board with terms to expire August 31, 2009. The board has authority over “Call Before You Dig” systems that notify underground facility operators of excavation plans so pipelines and utility lines can be marked to prevent accidents.
Bernal is vice president of safety and human resources for J.D. Abrams, L.P. He previously served as safety director for Associated General Contractors, Austin and worked with the Texas Department of Transportation. Bernal is a member of the Risk Insurance Management Society, the American Society of Safety Engineers and the Society for Human Resources Management. He is past chairman and member of the safety committee for the Associated General Contractors of Texas. Bernal received a bachelor’s degree from Texas A&M University.
Daugette is the public utilities director for the City of Huntsville. He is a member of the Water and Environment Federation, and the Texas Municipal Utilities, American Public Works and American Water Works associations. He also serves as president of the Green Forest Water District, a division of the Texas Water Utilities Association. Daugette volunteers on the board of directors for Huntsville Amateur Baseball and is a life member of the Walker County Fair Association. He attended Sam Houston State University and is a graduate of the Certified Public Manager’s program within the Leadership Institute of the Chamber of Huntsville.
Menchaca is a corporate attorney and shareholder of Winstead P.C., Austin. He previously served as a shareholder in the corporate/securities division at Jenkens & Gilchrist, P.C. He is a member of the American and Travis County Bar Associations and currently serves on the board of directors for LifeWorks and the Neighborhood Longhorns. Menchaca is a founding board member of the Rise School of Austin and a 2006 graduate of Leadership Austin. He received a bachelor’s degree from the University of Texas and a law degree from Oklahoma City University. Rourk is a partner with Jackson Walker, L.L.P. He is licensed with the Texas State Bar, Maryland State Bar and the U.S. Patent and Trademark Office. He is a member
of the Institute of Electrical and Electronics Engineers and the Dallas Bar Association. In 2005, Martindale Hubbell awarded Rourk an AV rating which recognizes professional excellence, skill and integrity. He received a bachelor’s degree from the University of Florida, a master’s degree from Rensselaer Polytechnic Institute and a law degree from Georgetown University.
