Events of September 11, 2001
TO ALL TO WHOM THESE PRESENTS SHALL COME:
I, RICK PERRY, Governor of Texas, do hereby find that the events of September 11, 2001, continue to give rise to a disaster including, but not limited to, critical disruptions at Texas airports and resultant emergency demand for transportation, shelter, and related services, as described in Proclamation 41-2886 issued by my hand on September 11, 2001; and
I FURTHER FIND
that there is an imminent threat at this time that such disaster conditions will continue to arise in the aftermath of those events.
THEREFORE, in accordance with the authority given to me by Chapter 418 of the Texas Government Code and the powers vested in me by the Constitution of this state, I do hereby proclaim the existence of such disaster for the State of Texas for the limited purpose of invoking the protections and remedies available under Section 17.46(b)(25), Texas Business and Commerce Code, to combat attempts to take advantage of this disaster by charging excessive or exorbitant prices for fuel, food, shelter and other necessities. This proclamation shall take effect when Proclamation 41-2886 issued on September 11, 2001, expires at 5:00 p.m., on Friday, September 14, 2001, and shall terminate at 5:00 p.m. on the thirtieth day thereafter, that being Sunday, October 14, 2001.
In accordance with the statutory requirements, copies of this proclamation shall be filed with the applicable authorities.
