Office of the Governor Rick Perry

Statement About HB 10

Wednesday, March 13, 2013  •  Austin, Texas  •  Signature Statement

I am signing House Bill No. 10 into law so the citizens of Texas may continue to receive services provided by the Health and Human Services Commission and the Department of Aging and Disability Services. This bill makes good on the 82nd Legislature's obligation to provide additional appropriations for these agencies this session, and also provides the funds needed to undo the deferral of payments to Texas school districts through the Foundation School Program. While this bill is necessary to the continued operations of these essential services, this session gives us an opportunity to hit the reset button, put an end to budgetary tricks and pay now what is due now. Truth in budgeting is good fiscal practice and makes for good government.

It is imperative that budget decisions for the 2014-2015 biennium are made with the best interests of Texas citizens and economy at the forefront. We need to do away with the practice of using dedicated funds and specific fees for anything other than the purpose for which they were intended. We should refuse to create new taxes or increase existing taxes, and resist the urge to use the growth in state revenue as a blank check to grow government. Finally, I believe we need to use the opportunity presented by the strong balance in the Economic Stabilization Fund to make a substantial down payment on future needs in transportation and water infrastructure, and look at ways to provide significant tax relief to Texans.

By continuing on the path of fiscal discipline, increasing government efficiency, and limiting the growth of government spending, Texas can continue our upward trajectory as the economic engine of the country, opening the doors of opportunity for our citizens and our industries.

IN TESTIMONY WHEREOF, I have signed my name officially and caused the Seal of the State to be affixed hereto at Austin, this 13th day of March, 2013.

RICK PERRY
Governor of Texas
