Thank you, Mark (Arend, editor of Site Selection). 

My fellow Texans, the 12 year drought is officially over...
...and Texas is once again the number one state in the nation for job creation announcements.

The last time Texas won the Governor’s Cup was 1992, when we shared the honor with North Carolina. 

And before that it was 1982... during the thick of the oil boom... when Texas last held the title exclusively.

Today, the Governor’s Cup has come home to Texas because we have pursued a path of limited government, fiscal restraint and made unprecedented investments in job creation.

This award is a great honor for the state of the Texas...
...and it is one I am proud to share with Lieutenant Governor Dewhurst, Speaker Craddick and members of the legislature...
...as well as countless local elected officials, business leaders and economic development professionals all across Texas...
...who have shown employers that you couldn’t pick a better state to do business in.
It’s no secret that Texans love to be biggest, best and first in everything. 

But our efforts to create jobs are about much more than winning awards or beating other states.

We have made job creation a priority because jobs are the foundation of a bright future for all our people. 

Jobs are the bricks that pave the path to prosperity. 

And they generate something far greater than paychecks for workers or revenue for government priorities...
...and that is hope for Texas families.

Today the state’s budget is in the black two years after a $10 billion shortfall...
...and more Texans have the opportunity to work hard, provide for their families and live the American dream because of the thousands of jobs that have been created here in recent years.

Since September of 2003, Texas employers have added 162,000 new jobs. 

In 2003, we landed 9 of the 24 largest capital investments in the nation. 

And last year, we welcomed the largest job expansion nationwide in the last four years when Countrywide Financial announced that 7,500 new jobs would be coming to Texas. 

In fact, you could say the Dallas-Fort Worth Metro area earned the crown jewel of job creation announcements because of the Countrywide expansion and the Vought Aircraft consolidation that is bringing 3,000 jobs.

One of the most important weapons in our arsenal is the Texas Enterprise Fund...
...a tool that is helping us bring more than 24,000 new jobs to Texas and pump $6 billion into our economy.

Site Selection Magazine has called the Enterprise Fund our “deal clincher”...
...our “not-so-secret weapon”...
...and a tool that is “central to Texas’ ability to lure [job creation] projects.”

I would go one step further, and say that the Enterprise Fund is the bright neon sign that is letting employers around the world know that Texas is wide open for business and job creation.

I have asked the legislature to authorize $300 million to replenish the Enterprise Fund so we can continue to create jobs and opportunity for our people.

And to those who may have doubts about the Enterprise Fund’s effectiveness...
...I say don’t take my word for it...
...just read the words in this month’s edition of Site Selection Magazine.

Today Texas is growing its way to prosperity because we have created an environment in which employers are free to grow, prosper and create jobs.

Our challenge for the future is to keep the momentum going...
...to keep making wise investments in job creation...
...and keep the Governor’s Cup in Texas... where it belongs... next year and every year after.
