Purpose and Functions of the Council
The Council assists the Governor and the Legislature with strategic planning for and evaluation of the Texas workforce system. In fulfilling this responsibility, the Council promotes the development of a well-educated, highly skilled workforce for Texas, and advocates for the development of an integrated workforce development system that provides quality services. The Council also serves as the State Workforce Investment Board under the federal Workforce Investment Act of 1998.
The Council has four primary functions in the workforce system: 1) strategic planning, 2) evaluation, 3) research and 4) review of state and local workforce plans and reports to ensure alignment with statewide goals and objectives.
The Texas Workforce Development System includes the following state agencies:
- Economic Development and Tourism, Office of the Governor
- Texas Department of Criminal Justice
- Texas Education Agency
- Texas Health and Human Services Commission
- Department of Assistive and Rehabilitative Services
- Texas Higher Education Coordinating Board
- Texas Juvenile Justice Department
- Texas Veterans Commission
- Texas Workforce Commission
